Two KCCA Enforcement Officers Remanded Over Alleged Rape and Harassment of University Student

Two Kampala Capital City Authority (KCCA) enforcement officers have been arraigned before Buganda Road Court over the alleged rape and subsequent harassment of a university student who was reportedly arrested for stepping on roadside flowers.

The accused are Ismail Osena, 36, of Salaama in Makindye Division, Kampala, and Julius Mukisa, 21, of Namasuba in Makindye-Ssabagabo, Wakiso District. They appeared before Grade One Magistrate Jalia Basajjabalaba.

Court heard that on September 22, 2026, Osena allegedly raped the victim at a location known as ABC2 in Kampala. The charge states that he had unlawful sexual intercourse with her without her consent.

Mukisa is separately accused of using a computer on September 23 and 27, 2026, to harass the same victim through WhatsApp by sending her nude videos he had allegedly recorded and demanding to meet her.

According to the prosecution, the victim, who had reportedly arrived in Kampala for the first time, was arrested for stepping on ornamental flowers planted along the road. The officers allegedly told her that the offence attracted a fine of Shs 100,000 or the purchase of 50 jerrycans of water.

When she explained that she was a student without money, the officers allegedly lured her under the pretext of taking her to their office. Unfamiliar with the city, she followed them but was instead taken to a dark house. One of the men allegedly remained outside to keep watch while the other sexually assaulted her inside.

Days later, Mukisa allegedly began sending her nude images reportedly recorded on the day of the incident and threatened to publish them on TikTok if she refused to enter into a relationship with him.

Mukisa pleaded not guilty to the charges. Osena was not allowed to take a plea because the rape charge against him is triable only by the High Court.

Both accused were remanded to Luzira Prison until October 19, 2026, when the case is scheduled to return to court for mention as investigations continue.
