Uganda Reviews SPLASH 0-6 Plan to Improve Early Childhood Development in Refugee Settlements

The Ministry of Health and key stakeholders are reviewing plans to strengthen early childhood development and caregiver support in refugee settlements under the three-year SPLASH project scheduled for implementation from 2027 to 2029.

The Director General of Health Services, Prof. Charles Olaro officiated the Government and Key Stakeholder Consultation, Review and Validation Workshop on the SPLASH 0–6 Implementation Plan at Golden Tulip Hotel in Kampala.

Organised by BRAC Uganda in partnership with the LEGO Foundation, the two-day workshop is bringing together government representatives and other stakeholders to review implementation strategies and align the project with existing government systems.

The SPLASH initiative aims to improve the development and well-being of children aged zero to six years while strengthening the resilience and well-being of their caregivers.

Its approach includes responsive caregiving, Humanitarian Play Labs and a two-generation model that addresses the needs of young children alongside those of their caregivers.

The project is planned for implementation in Imvepi, Rhino Camp and Bidibidi refugee settlements, where the initiative seeks to improve access to quality early childhood development services in humanitarian settings.

The consultation is expected to strengthen coordination among implementing partners, improve alignment with government priorities and establish a shared approach to delivering services to young children and their families.

Early childhood development is widely recognised as a critical foundation for lifelong learning, health and social well-being, making coordinated interventions particularly important for children growing up in humanitarian settings.
